Signing of Partnership Agreements during the Visit of the Minister of Higher Education and Scientific Research   During his visit on March 9, 2026, Kamel Baddari, Minister of Higher Education and Scientific Research, presided, alongside the Governor (Wali) of Aïn Defla and the accompanying delegation, over the ceremony for the signing of several partnership agreements between the University of Djilali Bounaama Khemis Miliana and various economic institutions. These agreements were signed by the Rector of the university, Professor Berrabah Mohamed Cheikh, as part of efforts to strengthen cooperation between the university and its economic and social environment. The agreements include: A partnership agreement between Djilali Bounaama Khemis Miliana University and Maghreb Tubes SPA. A partnership agreement between Djilali Bounaama Khemis Miliana University and the National Agency for the Management of Microcredit (ANGEM). A partnership agreement between Djilali Bounaama Khemis Miliana University and Saidal Group. These agreements are part of the university’s efforts to strengthen innovation and reinforce its openness to the economic environment. They aim to support innovative projects, encourage the entrepreneurial spirit among students, assist start-ups, and promote the valorization of scientific research outcomes.

Short-Term Exchange Scholarship (STS) Program 2026-2027 Following correspondence from the Directorate of Cooperation and University Exchanges, I am pleased to inform you that the Ministry of Higher Education and Scientific Research has received a call for applications for the Short-Term Exchange Scholarship (STS) program, lasting from four to six months, for the 2026-2027 academic year. This program is funded by the Canadian government for the benefit of Algerian students and researchers. It should be noted that institutions wishing to send their students to Canada under this program must have previously concluded a framework agreement with a Canadian institution. To this end, the institutions concerned are invited to nominate their students to the partner organization so that Canadian institutions can finalize the application process before March 31, 2026. Programme “Young Female Scientist 2026” Following correspondence from the Deputy Director of University Cooperation and Research Programmes, I am pleased to inform you of the launch by the United Nations Conference on Trade and Development (UNCTAD), in collaboration with Okayama University (Japan), of a call for nominations for the “Young Female Scientist Programme 2026.” Launched in 2020, this programme aims to strengthen the human capital of developing countries in the fields of science, technology, and innovation, and to contribute to the achievement of the Sustainable Development Goals (SDGs). It offers eligible young female scientists the opportunity to conduct cutting-edge research at Okayama University for a period of 14 to 30 days, between October and December 2026. Applicants must be under 40 years of age, hold a PhD or be enrolled in a doctoral program, be proficient in English or Japanese, and demonstrate [the following]: of an excellent academic record. To this end, I would be grateful if you would take the necessary steps to nominate one candidate per institution by March 12, 2026, at the latest, by completing the attached application form.
